AbstractThis executive summary briefly presents the results of an evaluation of the Centers for Independent Living Program, required by the 1984 amendments to the Rehabilitation Act of 1973, Part B. The evaluation, which assessed the impact of the centers in increasing opportunities for disabled individuals, was based upon data acquired through: mail surveys of 156 centers funded in 1984-85; 2,700 disabled consumers of center services, and 180 local community agencies; and on-site interviews with consumers, center staff, and community agency representatives at 40 centers. Evaluation findings are summarized regarding: the number and type of handicapped individuals served; the extent to which handicapped persons are served; the types of services provided; funding sources; the percentage of resources committed to each type of service; how services provided contribute to the maintenance of or the increased independence of handicapped individuals served; extent to which handicapped individuals participate in the management of and decision making of the center; the extent of capacity-building activities including collaboration with other agencies and organizations; the extent of catalytic activities to promote community awareness, involvement, and assistance; the extent and impact of outreach activities; center management practices; and factors contributing to success. It is concluded that the Centers for Independent Living Program is successfully helping large numbers of disabled citizens maintain or improve their ability to live independently in their communities.
