AbstractTwo reviews have been initiated regarding the extent of worker dislocation and efforts by the public and private sectors to assist dislocated workers. One assignment obtained information on the extent of business closures and permanent layoffs from a random sample of 2,600 such establishments via a telphone interview. Information on the assistance provided to dislocated workers was collected using a questionnaire mailed to establishments that closed or had a layoff. The other assignment gathered information on most Job Training Partnership Act (JTPA) Title III projects in operation from October 1982 through March 1985. Data were obtained from 563 projects. About 2.3 million workers were dislocated annually between 1979 and 1984. The manufacturing sector was most seriously affected. The East North Central region had the most closures and layoffs and the second highest overall closure-layoff rate at 9.6 percent; the West South Central region had the highest rate of business closure and layoff at 12 percent. Businesses indicated the major reasons for closure or layoff were related to problems of competition in the marketplace. Most establishments that experienced a closure or permanent layoff provided some assistance to their dislocated workers. Two federal programs--Trade Adjustment Assistance and Title III of JTPA--provided assistance to at most 8 percent of the dislocated workers. (YLB)
