Abstract | An evaluation is reported of the elementary and secondary program in French as a second language in a Quebec school district. The objectives of the evaluative study were to learn the goals and philosophy underlying the existing programs, examine the teaching materials used at each level, have consultants evaluate the teaching situation, survey the program teachers for their perceptions, and make formal recommendations for program and instructional improvement. Data were gathered through individual interviews with administrators and teachers, classroom observation, and analysis of printed planning and curriculum materials. The report outlines the evaluation process, describes the findings, summarizes the teacher survey results, and makes a series of problem statements and recommendations concerning objectives and philosophy, articulation, instructional materials, student placement, staff skills development, student grouping, coordination with cooperative education, staff utilization, bilingual kindergarten, and longitudinal research.
