AbstractA study was conducted in four metropolitan areas in Florida to determine: (1) the desired and actual roles of state agencies, community colleges, and public universities in promoting the achievement of the baccalaureate degree among urban students who begin their postsecondary education at community colleges; (2) the strengths and weaknesses of community college preparation as perceived by students and faculty; (3) the types of cooperation among government agencies and educational institutions that improve minority and low income students' chances for obtaining a bachelor's degree; and (4) needed changes in policies and programs. The study involved interviews conducted on participating campuses with administrators, department heads, faculty, and students; another series of interviews conducted with state-level policy makers and administrators; an analysis of current policies, procedures, and practices enhancing or preventing successful transfer of urban and minority students; and a comparison of the four Florida metropolitan areas with seven other urban areas nationwide. Among other findings, the study revealed that the Florida state government plays a more proactive role in postsecondary education than other state governments, that associate in arts degree students enjoy greater success in transferring than do associate in science degree students, and that articulation between universities and community colleges is weak in both policy and practice. The study report includes recommendations and appendixes include an overview of the Ford Foundation's Urban Community Colleges Transfer Opportunities Project, a set of profiles of areas and institutions included in this study, and materials on the Florida Project's planning meeting and participants.
