Abstract | A guide designed to help local curriculum planners develop and implement curriculums to provide all students with equal access to foreign languages provides an overview of current philosophies, objectives, methods, materials, and equipment and a guide to sequential program development, articulation, and evaluation. An introductory section discusses the place of foreign languages in the total curriculum, early entry for foreign language learning, and equity factors in curriculum development. Subsequent sections address: development of local program philosophy and framework; describing programs at each level (elementary, middle/junior high school, and senior high school) and K-12 coordination; recent foreign language instructional trends (established approaches, syllabus development, recent instructional approaches and strategies, and their implications and applications); the American Council on the Teaching of Foreign Languages' Provisional Proficiency Guidelines statement of learning outcomes and its implications and applications; generic functions and proficiencies in all modern languages (outlines of communicative functions at four levels); the scope and sequence of courses in French, Spanish, German, and Latin; foreign language media (basic classroom equipment, auxiliary facilities, media centers, and computer uses; and program evaluation (improving instruction and evaluating the textbook and student performance).
