Abstract | The college's role in promoting community service activities and in developing students' sense of civic responsibility is addressed in two articles: "Community Service and Higher Education: A National Agenda," by Governor of Virginia Charles Robb and Brown University President Howard Swearer; and "Community Service and Higher Education: Obligations and Opportunities" by Frank Newman, Catherine Milton, and Susan Stroud. Governor Robb considers the decline in civic confidence and five principles for developing a youth service system, as well as congressional initiatives (e.g., links between service and student financial aid). Mr. Swearer is concerned with: how a national service program could serve national social service needs as well as provide youth training, a grassroots approach to constructing a national service scheme, and college initiatives. Topics addressed in the second article include: the college's role and program and service opportunities for developing youth civic responsibilities, and faculty attitudes toward this commitment. After an overview by Mr. Newman, Ms. Milton provides a brief history of the start of a public service initiative at Stanford University, while Ms. Stroud briefly describes the involvement of Brown University students in social service activities.
