Abstract	This report, the second of a three-part study of Soviet space programs, examines their manned space programs and reviews their quest for a permanently manned presence in space. Also included is information concerning the physiological and psychological findings related to the extended duration of Soviet manned flights and an executive summary. Chapter 1 is an overview of the manned programs of both the Soviet Union and the United States (1957-83). Chapter 2 highlights significant activities in Soviet manned spaceflight from 1981 to 1983. Chapter 3 provides detailed information on manned space flight programs, considering the early years of Soviet manned spaceflight, first generation space flights (Salyut 1-5), Salyut 6, manned missions to Salyut 6 (1977-80), and other areas. Chapter 4 provides additional information on the Soviet space life sciences, examining cosmonaut selection and training, space medicine, life support, negative and positive gravitational forces, biological research in space, and other areas.
