AbstractThis guide was developed by the Office of Juvenile Justice and Delinquency Prevention to provide states with technical assistance on monitoring juvenile detention and correctional facilities for the deinstitutionalization and separation requirements of the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974. Reasons for monitoring are discussed, including the requirements of monitoring by the JJDP Act to ensure the deinstitutionalization of status offenders, separation of juveniles from adults, and the removal of juveniles from jails by 1985. Definitions of secure detention and correctional facilities are given and facilities which qualify under those definitions, and therefore require monitoring, are listed. Strategies are included for identifying these facilities. Preparations for on-site monitoring are discussed and paperwork needed by monitoring agency representatives is explained. Data needed for monitoring for deinstitutionalization are described and ways to find information are suggested. A step-by-step approach for monitoring for deinstitutionalization on-site is provided. Sections on monitoring for separation and for removal are also included. Monitoring alternatives to on-site visits are described, including secondary sources of data, self-reporting, and sampling for verification. The appendices contain sample monitoring forms, letters, and rules and regulations regarding a valid court order. (NRB)
