Abstract	Developed at the request of the Community Care Facilities Licensing Board, this document describes in detail the outcomes, in terms of student performance, of an early childhood education program for colleges and institutions in British Columbia, Canada. These competencies represent the organizational, evaluative, decision-making, and manipulative skills required of early childhood educators in the field; not, however, the theory and knowledge that must also be acquired in order to perform these functions capably. These competencies specify the functions that must be carried out with a group of children in any preschool or day care setting and form the basis for evaluating the student. Most of the competencies are to be met by the completion of an initial classroom experience combined with field experience, while others are competencies necessary for a preschool supervisor. These advanced competencies are to be acquired through at least a year's work experience and continuing education programs. Competencies are organized into nine general areas: (1) knowing the individual child, (2) program planning, (3) guiding and caring for children, (4) health, (5) communications, (6) interpersonal skills, (7) interacting with families, (8) administration, and (9) professional conduct and attitude. General guidelines for program admission are also described, and a chart of the competencies is appended. (Author/CB)
