AbstractFocusing on the qualitative component of the 1983-84 Operational Program Reviews (OPRs) of Educational Opportunity Programs and Services (EOPS) in California's community colleges, this report presents the information collected by a qualitative evaluator at 14 EOPS projects in California and assesses program strengths and weaknesses. The first part of the report provides an overview of the OPR process, which seeks to provide formative evaluation information to EOPS Directors and descriptive data on EOPS students and projects for systemwide aggregation. Information is presented on OPR purposes, methods, and sources of information. The second part of the report contains findings and recommendations, covering: (1) general findings regarding EOPS clientele, eligibility criteria, financial aid, services, and personnel, with descriptions of counseling, tutoring, and recruitment/outreach as the primary services; (2) findings regarding the characteristic ways that various EOPS services are provided within the projects and the relationship of the project to the rest of the college; (3) the qualitative evaluator's recommendations concerning space allocation, tutoring, counselors, outreach/recruitment, and general campus image for each of the 14 colleges; and (4) additional observations with respect to the appropriate use of EOPS resources, the administrative use of EOPS project plans and data, and the need for additional monitoring procedures.
