AbstractThe Older Worker Project was conducted to provide employment services to unemployed persons aged 45 and older who live in the western part of the Hennepin County (Minneapolis, Minnesota) area. Although the expected result was permanent employment of the participants, the intention of this demonstration project was to refine service approaches based on increased experience with this population. The project was staffed by a full-time counselor and a part-time community relations coordinator. Project services included job assessment, career planning, vocational counseling, support group, and job placement assistance. Workshop services were designed to assist people in setting job goals and updating interviewing and job-seeking skills. The community relations component included outreach to inform persons 45 and over about the project and development of educational tools to overcome employer resistance to hiring older workers. The best approaches to recruitment were found to be Sunday classified advertisements and mailings to churches. Employer awareness was most effectively raised by written materials, since employers tended to feel defensive during personal contacts. The support group was found to be beneficial to the participants, but the job club was not successful. At the conclusion of the project, 22 of the project's 31 participants found employment at an average wage of $5.10 per hour, a placement rate of 71 percent. Recommendations were made to work toward a national older worker employment policy, to promote awareness of the skills of the older worker in the private sector, and to increase funding for employment programs for older persons.
