Abstract	The 3-year Citizen Leadership Program was designed to develop citizen-directed planning in Wisconsin. The first year focused on citizen involvement in land use planning; the second year, on community goal setting; and the third year, on community development projects. A representative group of 30 citizens participated in the program's workshops and seminars and developed leadership skills that allowed them to develop and publish land use recommendations; inform citizens, local government leaders, and planners about land use alternatives; analyze community social and economic opportunities; organize community forums about development alternatives; and work with local leaders and agencies to address community development projects. Project leaders also organized a rural development conference and a series of information packages on key community development concerns. The program's objectives were met, although evaluators had recommendations for improvements. The program report also includes eight 3- to 7-page summary sheets that give information regarding the power of participation, community problems and needs, organizing community members, holding meetings, starting to work on community problems, problems of community involvement, information dissemination, and program follow-up and evaluation.
