Abstract | This manual provides materials to help managers, counselors, and teachers of the Adult Education Act, the Welfare Education Program, and State-Funded High School Equivalency or External High School Diploma programs in New York operate effectively. It would also be helpful to managers of any program for adults leading to a secondary credential. The seven basic functions of an effective adult basic education/high school equivalency program are discussed in the first section. The second section describes the federal, state, and division of continuing education requirements with which a program must be in compliance. Separate lists are given for the Adult Education Act and Welfare Education Programs and for State-Funded High School Equivalency Programs. The next three sections outline the responsibilities of the administrator, the instructor, and counseling personnel. Five adult basic education curricula are contained in the final section of the manual. Skill objectives are provided for reading, writing, arithmetic, listening and speaking the English language, as well as English as a second language (ESL). The reading and writing curricula divide skills into four levels. The ESL curriculum includes listening; speaking; reading; writing skills; and reference listings, describing grammatical structures, that are divided into four levels of student competency. (YLB) |
