AbstractThis report presents the results of a New Jersey school district field test of a comprehensive administrator training program. The program's main objectives were to develop a knowledge-utilization approach to the improvement of instruction and student achievement in basic skills, and to develop and test strategies for installing and disseminating the approach. Findings indicate that successful implementation varied somewhat according to the commitment and understanding of key concepts of both principals and teachers. Of the eight elementary schools and one middle school participating in the field test, two schools ranked relatively high, four medium, and three low in overall levels of implementation. The moderate level of program implementation districtwide seemed to have positive results for students. Results indicated a reversal of previous trends, with students attaining around the national average in reading and exceeding the national average in mathematics. Achievement gains showed a direct correspondence to levels of program implementation. Extensive appendixes include results of related analyses in Pennsylvania and Delaware, copies of data collection forms/instruments, summary indexes of program implementation levels, New Jersey district/principal self-assessment results, and implementation checklists for districts and principals.
