AbstractThe literature review addresses the assessment, placement, treatment, and employment rights of the handicapped in relation to their implications for teachers, administrators, and university personnel. Assessment is considered in terms of eligibility criteria/definitions of handicapping conditions, responsibility for assessment, fair and appropriate assessment, and independent evaluations. A section on placement reviews past and present litigation concerning appropriate educational placement of exceptional children, looks at litigation specific to the least restrictive environment concept, and discusses the provision of educational services in light of recent judicial decisions. Another section focuses on the right to treatment, the right to an education, specific details regarding treatment, behaviorism, and legal procedures to be followed before the utilization of behavioral techniques (such as aversive treatment, punishment, shock, drug therapy, restraint, and timeout). A final section looks at employment with attention to past legislation, litigation related to discrimination, and occupational qualifications. Among the pieces of legislation cited are P.L. 94-142 (the Education for All Handicapped Children Act) and the Rehabilitation Act of 1973, Section 504. (SB)
