Abstract | This report on the administration and operation of Title I of Public Law 874 is a descriptive and evaluative study of the Federal Impact Aid Program. Chapter one discusses the history and basic elements of the program, and the plan of study used in the evaluation. The methodology of the study, which includes the characteristics and validity of the Economic Impact Model in comparison with more conventional models, is examined in chapter two. Chapter three considers evidence for reducing or revising the Impact Aid Program with respect to the following issues: the definition of federal property, and strategies for mitigating adverse effects of federal activities on local educational agencies; intergovernmental tax immunities; the government's responsibility in the attainment of adequate levels of education in federal programs; the net fiscal burden placed upon local education agencies by federal activities; and the criteria for determining eligibility of local education agencies for compensatory payments. The last two chapters include the report's findings and legislative recommendations. Sixteen appendices provide supplementary and peripheral information related to the Federal Impact Aid Program and to this report. (JCD) |
