| Abstract | As part of the evaluation study of the Research and Development Utilization (RDU) program of the National Institute of Education (NIE), researchers interviewed 14 educational policy makers in the federal Department of Education, in the NIE, and on congressional committee staffs to discover their reactions to preliminary RDU findings. The four legislative and ten executive interviewees also ranked the importance of the seven RDU study issues and suggested how to make the study report's executive summary most relevant to policy making. Both legislative and executive policy makers agreed substantially on the seven issues' relative importance but disagreed sharply with the 1978 opinions of 25 state and federal policy makers on the relevance of RDU efficiency and the impact of educational research. Preliminary RDU findings indicated successful implementation of new practices, effective RDU intervention in schools, low RDU costs at the school level, and establishment of an RDU service delivery network. The policy makers saw 23 policy implications for these findings, in federal policy development, program development and refinement, directions for future research, and influence on federal legislation. They recommended that the executive summary be brief and target high educational decision-makers. (Author/RW) |
