Abstract | A project was conducted to provide inservice education for university vocational education teachers and to develop a locally directed evaluation model. This locally directed evaluation plan was designed to help vocational education departments organize and conduct evaluation activities. The need for program evaluation has been articulated at all levels of vocational education. University units that use locally directed evaluation programs will be better able to demonstrate demand for their products and effectiveness of ongoing programs to federal agencies. This final report contains the locally directed evaluation model and an analysis of workshop activities conducted during its development. The model is organized in three parts: evaluation of instruction, evaluation of research, and evaluation of service. Included within the evaluation of instruction are evaluation of content (needs of employer, needs of students), evaluation of inputs (personnel, facilities and equipment, instructional materials, and finances), evaluation of the process, and evaluation of the product (exit interview, student follow-up, and employer follow-up).
