AbstractOne of 10 studies commissioned to investigate research needs and to stimulate planning activities, this paper concerns the structures, processes, interrelationships, governance, finance, and workforces of institutions and organizations as they are engaged in international and second language education. After noting the field of instruction and research covered by the umbrella terms, "international education," and "second language education," it advances a number of hypotheses concerning the distinctiveness of the general field that conditions the way we talk about its organizational contexts. In the process, the paper describes the practitioner-constituencies that stand to benefit most from expanded research and improved information on organizational issues, and presents a consolidated discussion of existing and needed knowledge in seven major areas: (1) organizational roles, (2) governance and politics, (3) finance, (4) interorganizational relationships, (5) institutional and system environments, (6) workforce issues, and (7) credentialism. It is proposed that increased research in all areas would yield a vastly improved knowledge base for assisting local institutional leaders in thinking through their problems in these fields. It is suggested that research priorities be set by asking what organizational knowledge is necessary for progress in other aspects of the fields. (Author/AMH)
