Abstract	This report was prepared to present a summary of the changing conditions of high schools, their students and teachers, and the financial conditions of the school districts that serve them. Its original purpose was to direct the attention of Congress to the current status of secondary schools in the United States. The report covers some current major issues of U.S. secondary education. These include changes in school organization, student attitudes toward their schooling, the level of crime in schools, the disparities in school financing between school districts in the United States, and the transition from school to work. In addition, the report compares conditions between the U.S. and other developed countries. (Author)
