| Abstract | In this background paper, the author provides a brief history of the educational voucher and outlines various suggested voucher plans. Included is a discussion of the plan that was tried at Alum Rock, California, and the plans that were voted on in statewide referendums in Michigan and California. The author provides a list of the pros and cons of voucher plans and then addresses a list of questions that seriously affect the implementation of such plans. The questions cover the areas of school integration, economies of scale, the kinds of alternatives to be made available, and the legal considerations of providing vouchers to parochial and other nonpublic schools.
