AbstractAs part of a Title I demonstration project, sixteen school districts were chosen to change their compensatory education Federal fund allocation procedures by substituting an educational definition of need for the formerly used income definition. The purpose of this report is threefold: (1) to describe the demographic characteristics of the demonstration districts; (2) to determine to what degree the demonstration districts are representative of a stratified probability sample of 102 Title I districts nationwide; and (3) to identify those demographic characteristics which may be associated with specific allocation policy changes and/or their implementation. Study design, data sources, sampling, and data analysis procedures are described. School district demographic variables examined include mobility indicators, family structure, educational structure, occupational structure, ethnic/language composition, income and poverty structure, and age distributions. It is concluded that the demonstration districts are relatively heterogeneous with respect to their demographic characteristics, but that they do not markedly differ from the probability sample drawn for the study.
