Abstract	The Carnegie Council Report seeks the reform of educational institutions and the amelioration of conditions faced by disadvantaged and deprived youth. Its guiding principles to achieve reform are to equalize educational opportunity and to increase available options and choices for disadvantaged youth. The 44 recommendations of the report are appended to this paper. According to the critique, although the report provides some rationale or logic from which the recommendations are derived, it is typical of the expose in several respects. It is the "outsider's" view of a particular set of conditions at a particular point in time without knowledge of or concern for the dynamics of the moment or the directions of evolutional development. It assumes that teachers and administrators are inept and that institutions are unresponsive. It provides overgeneralized solutions that may fit no particular set of conditions, and it does not concern itself with underlying causes or with other than immediate effects. Technically, the report leaves several things to be desired. Descriptions of the degree of community involvement in the schools and levels of school crime and vandalism are seriously dated. In addition, the recommendations do not flow from a consistent rationale or from the evidence presented. (Author/MLF)
