AbstractA study was conducted to analyze effective mechanisms for facilitating coordination of vocational education programs with programs conducted by prime sponsors under the Youth Employment and Demonstration Projects Act of 1977. The project goal was to identify, describe and analyze such mechanisms and to disseminate the results to a nationwide audience. Over 140 programs with exemplary coordination mechanisms were nominated for the study. Analysis of these programs showed the following: vocational education involvement ranged from a limited contractual agreement to deliver services to a full partnership of vocational education and the prime sponsor in planning and service delivery; vocational skills training was made available to Comprehensive Employment and Training Act (CETA) youth on an extended day basis, in regular programs, and in alternative settings; and cooperative vocational education work experience models helped to facilitate the awarding of academic credit. Two regional workshops were held to convey results and provide participants with opportunities to discuss the problems and strategies for coordination. Workshop evaluation results supported the recommendation that state Vocational Education Agencies and state Employment and Training Councils use coordination funds to support similar small workshops in state and local areas. It was recommended that Congress consider passage of a comprehensive youth education and employment act which rationally allocates responsibilities between education and prime sponsors. (Author/BM)
