Abstract	Rural regional planning that will satisfy man's real needs, and not merely those of an economic nature, must take into consideration all factors, all possible interactions, and most important of all, those values which cannot be expressed in terms of money. The report details the functions and problems of rural areas revealed by analyses of rural areas, metropolitan areas, and main development axes. Problems are categorized into two main groups: socio-economic (caused by climatic conditions, geomorphology, and eccentric positions in relation to major axes of economic growth) and ecological problems. Objectives and strategies studied for the development and planning of rural areas show that measures are not yet directed towards European needs but are generally intended to serve national interests. While this makes data comparison difficult, all policies reflect a fairly uniform trend: to combat the adverse consequences of urban concentration; to limit the pressure of immigration on urban centers; to slow down rural depopulation and strengthen the structure of rural areas; and to reduce disparities, especially in underdeveloped regions.
