AbstractNorth Carolina's migrant education program adequately met its 1977-78 objectives focusing on program continuity, summer and regular term programs, Migrant Student Record Transfer System (MSRTS), programs for formerly migrant children, and staff development. Evaluation was based on MSRTS data, test results, on-site monitoring, and local education agency evaluations. A total of 13,309 interstate, intrastate, and formerly migrant students (mostly black) were served by 40 regular term and 26 summer programs. Four regular term programs were new. Most regular term programs served the elementary level, and emphasized individualized instruction in mathematics and language arts. Supporting services were limited. Summer programs met both instructional and supportive needs. At the elementary level, language arts, reading, and mathematics were stressed. Secondary programs focused on occupational and prevocational instruction. Supporting services included health and food services, transportation, and recreation. Results of statewide testing indicated that although migrant students improved their reading and math skills they were still below state averages on all tests at all levels. During 1977-78 there was increased interagency coordination and cooperation especially in the provision of supporting services. Staff development included workshops on reading, math, cultural arts, and MSRTS. Recommendations were made for local and state program management. (SB)
