Abstract | A test development plan is described to evaluate police enrolled in the law enforcement basic training course developed by California's Commission on Peace Officer Standards and Training (POST). Some general test methodologies are discussed: performance tests, knowledge tests, and situational tests, including role playing simulations and audiovisual simulations. The test development plan is comprised of three phases: (1) development of test content and strategies; (2) design of diagnostic, proficiency, and certification tests; and (3) test validation. In order to complete phase 1, performance objectives are classified, refined, and given priority ratings; the appropriate strategy for testing each objective is determined; and the weighting for each kind of test is assigned. In phase 2, the three kinds of tests are constructed based on the refined behavioral and knowledge objectives. The three types of tests differ more in terms of purpose and scope, than in context. Test validation procedures are to be developed subsequent to test development. Example of the test instruments to be developed are given. (MH) |
