AbstractFour federal programs were investigated for inconsistencies in awarding financial aid to college students: the Supplemental Educational Opportunity Grants, Basic Educational Opportunity Grants, College Work-Study Program, and National Direct Student Loan Program. Their methods for determining student need and their legislative histories are described. The allocation of campus-based funds is examined and it is concluded that the formulas allotting campus-based aid to states are inadequate and inconsistent in their treatment of need. It is also suggested that institutions inflate the amounts requested on applications for aid. Different systems used for determining need are discussed, that produce different measures of need assessment and increase processing costs. It is recommended that a single need analysis formula be instituted. Inconsistent distribution of aid to students is examined in terms of over-awards and unmet needs. It is suggested that too often the neediest students are not always awarded the most aid. Identifying overlaps with other aid sources such as veterans assistance and athletic scholarships is recommended to insure equity, and maintenance of academic standards is considered an important criteria for awarding aid. A glossary of terms is provided. Appended are an overview of Office of Education student aid programs for fiscal years 1974-78, information used in selecting postsecondary schools for this study, and a letter from the Office of Management and Budget.
