AbstractDesigned for use by local education agencies, this handbook develops a twelve step process that facilitates the planning and development of comprehensive career education programs. The twelve steps are (1) involve administrators, teachers, and counselors; (2) involve the school board; (3) select a district career education coordinator; (4) inform parents, students, and the community; (5) establish a district steering committee; (6) establish program goals; (7) establish building level task forces; (8) conduct a status assessment; (9) select from programs that work; (10) write an adoption/adaptation plan; (11) write an evaluation plan; and (12) implement the program. Each step is presented in four parts: a brief capsule of what is involved, a statement of the major goal for the step, indication of what observable evidence will indicate the goal has been attained, and a list of suggested methods, materials, and sequences for taking action necessary to attain expected outcomes. In addition, the individual or group who might carry out each procedure is listed. Appended material includes a discussion of the eight elements of career education, suggested procedures for establishing goals, and a guide to status assessment. (LRA)
