AbstractStatements and documents concerning the criteria and standards used for faculty promotion, retention, and tenure in member institutions were collected by the Deans' Council of the New England Teacher Corps Network. The response presented in this publication is made in the form of a memo to the faculty senate, from the dean of a college of education. It is concluded that as more uniformity in policies, more precision in statements of criteria and standards, and more regulation of practices are sought, there will be a gain in an important efficiency index and in institutional definitions of fairness. However, there is a consequent risk of diminished adaptiveness. In the extreme, both positions are seen as damaging, and are cautioned against. It is suggested that a Professional Equity Compact be used by institutions as a tool for equity in faculty personnel matters. Such a formal document is proposed and would contain a statement of rights, responsibilities, privileges, obligations, objectives, focused interests, and whatever other referents are thought to be important to the individual and the institution for evaluation purposes for a specific period of time.
