Abstract	Education for rural areas must go far beyond the concept of formal schooling; it must become a system of learning arrangements in which the learner, in response to his environment, is the chief agent of his learning. There is no single model or educational approach; programs must be adapted to the varying circumstance or situations. When providing learning arrangements, change agents should consider four points: (1) a leading role will be played by local people; (2) assistance is more likely to work if it is in response to an initiative from the people; (3) external assistance should aim at strengthening institutions within the community; and (4) resources should be those of the community and external ones supplementary or enabling. Change agents must work "with" rather than"for" the people. All too often formal education prepares students for an urban environment and does not meet rural needs. Teachers must make education appropriate to their students' environment. Schools and school teachers must become more involved with education outside the classroom, including adult education, project specific education, community health education, family life education, and nutrition education, all of which contain ample opportunity to learn by doing. The most precious and under-used resource in the Third World is the human one. The great masses of people can be used to help themselves and become teachers to others as well. (DS)
