AbstractThe differences and similarities among the evaluative standards and guidelines of the 52 accrediting agencies recognized by the Council on Postsecondary Accreditation (COPA) are discussed. The U.S. system of accreditation (voluntary, nongovernmental, self-regulatory evaluation) is explained and the role of COPA in coordinating accrediting activities is discussed. Part I of this analysis provides an introduction and overview of the accreditation system. Part II considers those agencies recognized by COPA. They are subdivided into regional and national commissions. Specialized and professional accreditation is discussed in Part III. A total of 90 sets of standards used by accrediting agencies are examined. A general lack of consistency between the 52 agencies in assigning accreditation status is apparent. The confusion this generates for institutions is discussed as well as other criticisms of the accrediting process. To increase uniformity, an annual or biannual accreditation directory is recommended as well as agreement on basic nomenclature and conditions of accreditation. It is also suggested that a comprehensive overview of the interpretation, implementation, and application of accrediting standards would provide a valuable resource for American higher education.
