AbstractPapers are presented that were prepared as part of a study group of the International Council for Educational Development on criteria and procedures for admission to higher education and the relationship between higher education and the law. In "Access to Higher Education and the Law," Larry G. Simon analyzes the role of law and especially the equal protection clause of the federal constitution on admissions. He provides a brief introduction to U.S. higher education for West German scholars and officials and a ready reference of major institutional and legal considerations for American scholars and officials. In "A Review of U.S. Admissions Policies and Practices," Alice J. Irby reviews access to higher education in the 20th century from a U.S. perspective, considers admissions policies within the context of institutional policies and planning, and considers admissions practices and their impact on access. In "College Admissions Testing in the United States," Jenne K. Britell and William B. Schrader present historical information and discuss the nature of tests, precision of measurement, test validity and use of test scores, and criticisms of tests. In "Nonintellectual Factors in Admissions," Simon V. Keochakian focuses on a review of the literature pertaining to the role of nonintellectual factors in admission to higher education, especially graduate and professional education. Specifically, he attempts to report on the actual or potential role that personality factors, biographical data, and interview information can play in the admissions process. (SW)
