AbstractThis report describes how barriers to planning for children inappropriately placed in foster care were overcome in a 3-year demonstration project: Freeing Children for Permanent Placement, conducted by the Children's Services Division, Department of Social Services, State of Oregon. Clients, amount of effort made, personnel involved, social work and legal components, process, cost savings, and the problems and successes encountered are described. Chapter 1 introduces the Oregon project. Chapter 2 discusses the need for permanency planning. Chapter 3 describes the children and their parents who were served by the project. Chapter 4 describes direct services, administrative resources, the institutional framework and the technology of permanent planning. Chapter 5 gives a case history of one family in order to show the way the project worked to achieve permanency planning goals. Chapter 6 describes the prerequisites to mounting a child advocacy effort on a scale broader than simple trial proceedings. Chapter 7 details the project's expenses and compares them to an estimate of what would have been spent had the children served remained in foster care. Chapter 8 highlights some of the events that shaped the development, acceptance and implementation of permanency planning in Oregon. (Author/RH)
