AbstractTwo sampling designs were compared for the planned 1978 national longitudinal survey of high school seniors with respect to statistical efficiency and cost. The 1972 survey used a stratified two-stage sample of high schools and seniors within schools. In order to minimize interviewer travel costs, an alternate sampling design was proposed, clustering schools in primary sampling units (PSUs). Two models were compared for efficiency with either 4 or 5 schools per PSU, and 9 seniors per school, and about 2,500 schools. The statistical procedures and assumptions needed for the efficiency estimates are given. The cost model includes total valuable costs for the base-year survey and five follow-up surveys. Cost depends on the number of students to be selected and on the number of PSUs. It was assumed that 40 percent of the students would move out of the PSU before the first follow-up survey. Costs were also estimated for either 30 percent or 50 percent moving out. It was concluded that gains in precision are not sufficient to justify redesigning the sample. (Author/CTM)
