| Abstract | The status of education for gifted elementary grade children in Iowa was exammned by means of a survey instrument focusing on state guidelines for program development, the ideas of experts in gifted education, and program relationship to Public Law 91-230 (The Elementary and Secondary Education Amendments of 1970). Of the 351 school districts responding (out of 449 surveyed), 36 currently have a program, 60 are planning a program, 253 do not plan to have a program, and two had a program in the past. Conclusions of the survey included recommendations regarding the following problem areas: (1) identification of gifted children, (2) effective evaluation procedures, (3) proper preparation of teachers, and (4) a definition of giftedness appropriate to the program and which also follows federal and state guidelines. Other recommendations include the need for school districts to involve the community in program planning and to receive financial suppport from federal, state, and local governmental levels. Appended are a tabular analysis of survey results, a listing of responding school districts, and the survey questionnaire. (DB) |
