Abstract	Examination of the experience of the Alabama Social Studies Council in diffusing instructional material can provide insight into the proper diffusion role of state councils and into the effectiveness of diffusion efforts. Factors which affect diffusion efforts include the nature and composition of the social studies council, the mandated course of study, related textbook laws, the function of the state department of education, composition of the student population, and the qualifications and attitudes of teachers and supervisors. The Alabama Council is a relatively small organization (about 100 members) with a modest financial base. Membership consists primarily of secondary and higher education social studies educators. Alabama students represent a heterogeneous population, with state wide reading norms below the national average. Many teachers throughout Alabama are deficient in their social studies and general educational preparation. The Alabama Social Studies Council has centered diffusion efforts on the annual social studies conference, and has also attempted to make educators aware of new materials through the council newsletter, teacher workshops, local efforts of council members, and contacts with state department of education officials. Based on the Alabama case study, the conclusion is that state social studies councils should serve a communicative rather than an exhortative function with regard to the adoption of new materials.
