AbstractThis study examines one approach to the coordination of services to children and youth which has been operating in the Borough of North York (Ontario) since 1974. The Children's Services Committee is composed of representatives from 38 public and voluntary agencies serving in the Borough. The objective of this evaluation is to assess the potential of this model for achieving coordination in the planning, funding, delivery, and evaluation of cross-sectorial services to children and youth within a given geographic area. The model implemented here analyzes structural and procedural components as well as the role behavior of member agencies and evidences of changes in the service delivery system. Sources of data for this investigation included CSC records and minutes, monitored meetings, agency profiles, and interviews. By mid-term (1976-77), goals and objectives were beginning to be more clearly identified, role assignments specified, and target dates set. Terms of executive officers were more clearly delineated, nominating and election procedures defined, and methodologies for needs assessments formulated. While there were also major weaknesses which threaten the survival of this model of service coordination, the CSC has the potential of being a worthwhile experiment in joint planning. (Author/JLL)
