Abstract | The management of higher education in federal systems is discussed in two papers that resulted from a 10-day seminar in Australia. "The Changing Balance in Federal-State Responsibilities: Postsecondary Education in Australia and the United States" discusses the environmmnt of higher education, its overall structure, access and enrollments, finance, employment and higher education, research and excellence, community orientation, and coordination and rationalization. Overviews of the federal and state roles in higher education in the U.S. and Australia are provided. "The Federal and State Priorities for Postsecondary Education: An Australian Perspective" outlines the valuation of social returns of education in relation to costs and the political priorities that influence governmental educational policy.
