Abstract | Designed for use in the evaluation of Title IV Indian Education Projects (Parts A, B, and C), this handbook presents a methodology for evaluation which has been devised specifically to address the structural and substantive variations among Title IV projects in a manner which is flexible, adaptable, and practical. This handbook is designed to accommodate five basic evaluation stages: focusing the evaluation within the project; planning--establishing objectives, components, and costs; measuring the process and products; preparing the data; and reporting the information. Organized by chapters, each stage of the evaluation cycle is discussed in terms of: the overall purposes and description of the stage, together with relevant examples; the steps necessary to realize overall purposes of the stage under discussion; some key questions designed to clarify the procedures necessary to accomplish the steps; and specific procedures, termed key actions to be used in completing steps. Also included within each stage is a set of sample worksheets; each worksheet is directed toward accomplishing a specific task, and these sample worksheets are filled out, illustrating how an evaluator would proceed, using the steps, key questions, and key actions suggested as guideposts for the accomplishment of each task.
