AbstractEmphasizing the role of the school board, these guidelines for community control of Bureau of Indian Affairs (BIA) school operations also discuss transferring BIA schools to public school operation, community contracting for services, and initiating other than school board community participation in school affairs. The guidelines for development of a school board address the following: (1) objectives (promoting policy, developing parental-community involvement in educational programming, fostering community-desired curriculum changes, and exerting democratic rights and responsibilities); (2) school board establishment; (3) qualifications of school board members and voters (U.S. citizen, over 18, and an inhabitant of the area for 30 days prior to election); (4) election procedure legalities; (5) regulations re: terms of office and vacancies (annual elections, board appointments of vacancies, and no more than 3 unexcused absences); (6) duties and responsibilities of the school board (policy formation; general advisory responsibilities; and specific duties, including offering advice and assistance re: school problems, making reports on school needs, and representing the BIA and safeguarding school property in the absence of BIA employees); (7) organization and operation of the board (meeting times and places, open meetings, school personnel attendance, special meetings, quorum, parliamentary procedure, agenda, minutes and resolutions, strengthening the board's role, and funding).
