Abstract	Well-developed information and counseling services not only afford immediate assistance to adult learners, but also generate a significant feedback effect on many other components of the overall system and thus make a considerable contribution to the overall development of adult education. Access to learning and progress in learning should be like the roots of a plant branching out in all directions and providing a multitude of entries into the main-stream of growth and development. Schools and higher education institutions play a role in providing guidance to people who are leaving the formal system of education, whether indefinitely or only temporarily. There are implications in terms of personnel and the training of personnel for counseling services. Some of the organizational administrative and financial aspects of information, guidance and counseling services are outlined. An attempt is made to outline some proposals for action at various levels. (Author/LEB)
