Abstract | The Health Professions Educational Assistance Act of 1976, signed into law on Oct. 12, 1976, extends health mampower training authorities through fiscal year 1980 with significant changes to meet national needs. The law (PL 94-484), which amends Title VII of the Public Health Service Act and other laws, is designed primarily to produce more primary care practitioners and improve health services in manpower shortage areas. It provides support for the training of health professions (medicine, osteopathy, dentistry, veterinary medicine, optometry, pharmacy, podiatry, public health, and allied health manpower. This report details the provisions of the new law, including: capitation; health professions special projects; construction assistance; student assistance; foreign medical graduates; allied health programs; public health and health administration programs; funding; authority delegation; tuition increases; shared residency positions; bicultural awareness; and records and audits. Authorizations for fiscal years 1977-80 are also reported in a final table. (LBH) |
