Abstract | The relationship between academe and the federal government in discovering, controlling, and implementing uses for scientific technology or inventions is addressed in this speech. The sheer magnitude of government support of research and development at universities demands evidence of useful results if it is to be continued in the prevailing competition for the federal dollar. The Federal Council on Science and Technology's Committee on Government Patent Policy recommended in 1975 that all agencies of the Executive Branch provide to universities a first option to nearly all future inventions generated with federal support, provided that the inventing institution has an identified technology-transfer function. Implications of this recommendation are discussed including various problem areas. (Author/LBH) |
