AbstractDescribed is the Comprehensive Emergency Services (CES) program, a system of coordinated services designed to meet emergency needs of neglected, dependent, and abused children and their families. In an introductory section, the program's development, objectives, and system attributes are covered. Explained in section II are the following components of CES: 24-hour emergency intake; emergency caretakers (who care for the child when parents are temporarily absent or incapacitated); emergency homemakers (who maintain children in their own homes until the parent can resume care or until another course of action is decided); emergency foster family homes (which provide temporary care for children who cannot be maintained in their own home); emergency shelter for families (in which the entire family is housed); outreach and followup (which involves ongoing casework assistance and supervision to families); emergency shelter for adolescents (a group home or institutional type program for predelinquent or delinquent children); an emergency neighborhood crisis centers (a service best used in neighborhoods identified as having a high incidence of reported neglect or abuse of children and of family disruption). Case illustrations are provided throughout the booklet to clarify program components. (SBH)
