Abstract	This report was completed by a national commission appointed to promote equality between men and women. The first three parts are designed to impart to readers a sense of some of the barriers that keep women from participating in American life as full partners. The commission divided into committees to study these problems, then came together again as a unit to adopt 115 recommendations backed with documentation. Thus, the first three parts refer to commission action as a whole, not to actions of its separate committees. Part 4 lists the members of the commission. Part 5 contains the findings and the recommendations of the working committees addressed to the various agencies of government--federal, state, and local--that will be responsible for their implementation. Women and women's organizations are also addressed in a number of the recommendations. Reference material and original research, authorized by the commission, are summarized in part 6, the appendix.
