AbstractA national study of the vocational education programs in 164 large cities was conducted to explore perceived needs; determine the priority of these needs; and compare the priorities in terms of city size, geographic location, and minority concentration. Data was collected through interviews, a mail survey, and a literature review. After the needs were identified, they were divided into 30 "major goal" statements and 260 "specific need" statements to be prioritized by urban educators. The six highest priorities related to an adequate and equitable funding base, vocational guidance, relevance of vocational content, basic academic instruction, vocational student job placement, and community relations and support. Many of the specific needs related to the highest major goals. As an example of the unique priorities according to type of city, the need for up-to-date equipment was considered stronger in medium and small cities than in large cities, higher in the Northeast than in other regions of the country, and greater in high minority cities than in either medium or low minority cities. A number of recommendations directed to audiences at the local, State, and national levels were made. A list of the cities included in the mail survey and selected results from personal interviews are appended. (LMS)
