| Abstract | A major theme of this series of papers is the need to build evaluation and experimentation as a component part of educational planning. This paper addresses the structure of the evaluation and experimentation component in a country and the training of evaluators. The training discussion includes the possible modes of training--on-the-job training, tailor-made international intensive training courses, regional and national training courses, short-term academic training, and study leaves--as well as the cost of typical evaluation projects.
