Abstract | The 1-year project reported here was undertaken for World Literacy of Canada to survey the nature and extent of functional illiteracy in Canada, with a focus on those activities currently being undertaken in Anglophone Canada. An introduction provides background on the extent of the problem, comparing 1961 and 1971 Census statistics, and defines the scope of the project. In a 1971 Census data analysis, 20 tables and 6 figures are presented showing national and provincial breakdowns of the target population for selected demographic and social characteristics. Capsule descriptions are provided for each characteristic and a profile of the "typical" adult in the target population is built up. Methodology for the two phases of the project (in Ontario and in the rest of Anglophone Canada) are described. Types of organizations currently involved in Canadian Adult Basic Education (ABE) and literacy are described and findings from the interview schedules in Phase 1 are presented. (Phase 1 covered 23 organizations involved in ABE and literacy in Ontario. Administrators, instructors, and students of these programs were interviewed to gain as full a picture as possible of program operations). The section presenting Phase 2 findings includes a summary of the delivery systems for ABE existing in all of the provinces, except Quebec, and a summary of a survey of Anglophone school boards. The final conclusions section presents a series of questions, issues, and concerns arising from the whole project. Selected bibliography and appendices with additional statistics are also included.
