Abstract | This publication presents and discusses the program priorities identified by 63 program managers from 10 of the 11 divisions of the New Jersey State Department of Education. The individual program priorities were prepared in response to eight overall objectives established by the State Commissioner of Education. For the purposes of analysis, the various divisions were grouped by function, and program-level responses were assigned number weights according to the value of the objective to which they relate. The assigning of values allows for the analysis of resource commitments. This matrix approach is intended to give the commissioner and members of the State Board of Education an overview of each program's priorities and each program manager's responses to those priorities. In addition to presenting a series of tables that summarize the individual program priorities, the report also includes a narrative that discusses the responses and analyzes the ways in which they cluster.
